O Terrorista Perfeito

Estar em guerra com o terror é tão estúpido como estar em guerra com o medo ou com o cancro

Afinal ainda estamos em guerra com "o terror" e acabamos de arranjar um novo inimigo, o Iémen. Tudo o que Susan Sontag escreveu sobre a doença como metáfora a propósito da sida podia agora ser escrito a propósito desta guerra antiterror e da histeria mediática que ela causa, destinada a causar ainda mais terror do que o terror propriamente dito. Estar em guerra com o terror é tão estúpido como estar em guerra com o medo ou com o cancro. São factos, não são declarações de guerra. São, às vezes, sentimentos.

Vamos ter mais medidas de segurança em aeroportos, mais scanners, mais restrições e aflições, mais investigações, mais detenções e arbitrariedades. E, como se calcula, nada disto fará, exactamente, parar a guerra com o terror que é uma guerra que por definição é intemporal e infinita. Em rigor, só acabaria quando todos os terroristas estivessem mortos e como nunca saberemos quantos são, como são e quantos restam, nunca veremos o fim desta guerra. Da sua toca, Dick Cheney esboçou o sorriso cínico e ameaçou a América de Obama de ser um país fraco e impotente, à mercê de um nigeriano da classe média que resolveu usar umas cuecas explosivas.

Nunca será possível impedir a doutrinação de um jovem da classe média-alta que está entediado com a vida e sente a mesma repulsa patológica pela sociedade que os seus companheiros brigadistas dos anos 70. Nunca será possível prever todos os terroristas, todos os desocupados, todos os recrutados, todos os anarquistas, todos os psicopatas, todos os extremistas, todos os socialmente desadequados, todos os vingadores e todos os vingativos. Todos os agentes duplos. O terrorismo, tal qual o conhecemos desde o 11 de Setembro, faz parte das nossas vidas. E continuará a fazer. Se Obama ouvir o canto das sereias e dos falcões, estragará uma boa parte do trabalho que tem sido feito, e com êxito, contra actos terroristas. Se existe uma coisa que a América não suporta é o "terror", sem saber bem o que é o "terror".

O caso do nigeriano, como o dos sauditas de classe alta implicados em manobras terroristas, não faz parte dos livros e dos manuais antiterroristas. A razão pela qual o aviso do pai junto da Embaixada americana e da CIA não foi levado em conta é simples. Desde que começou a guerra antiterror que ameaças e denúncias de "terroristas" chegam às instâncias e são filtradas. Isto acontece todos os dias. A maior parte das denúncias são falsas ou pedidos de ajuda para encontrar um membro da família que desapareceu. Quando se trata de um membro de uma classe social elevada, o desconto dado é maior. Na imaginação, o terrorista não anda em colégios particulares nem usa andares luxuosos em Londres enquanto estudante. Não é filho de banqueiros e antigos ministros. No entanto, muitos dos terroristas da definição clássica, ideologizados por opção e não por imposição (como os órfãos das madrassas do Paquistão) são jovens da classe média, educados em universidades do mundo europeu ou americano.

A histeria trará consigo o desnorte. Desde o dia de Natal, data do atentado, a América esqueceu-se da crise económica, do sistema de saúde, de tudo. A gritaria nos media é tanta que Obama será empurrado para produzir afirmações inventadas pela Administração Bush para justificar o statu quo. Desde o 11 de Setembro, europeus e, sobretudo, ingleses, já abortaram e preveniram vários atentados, sem ameaçar países nem justificar guerras preventivas. Cabe aos serviços secretos e militares destes países conduzir na sombra um trabalho que deve permanecer na sombra e que, desde o 11 de Setembro, tem tido assinaláveis sucessos. Que nunca são mencionados nem devem sê-lo porque a histeria conduz à irracionalidade e à retórica republicana que condensa o pior e o mais primitivo do Partido Republicano, a níveis "palinianos" para quem se lembra da senhora. O mesmo partido que privatizou a guerra e criou task forces de extermínio, dependentes de gente como o senhor Erik Prince, o patrão da Blackwater, a empresa de mercenários que resolveu substituir o Estado e os agentes do Estado na "guerra contra o terror" usando métodos terroristas, justamente. Numa entrevista dada à "Vanity Fair", Prince (lembram-se de Ollie North?) produz afirmações que num estado de direito o deveriam levar à prisão e julgamento. Armado em cowboy, Prince construiu um serviço privado de extermínio e rapto de presumíveis terroristas, the bad guys, que vai contra a Constituição americana. Protegido pelo seu conhecimento das práticas da Administração anterior, sabe que jamais lhe tocarão. Nenhum Presidente ousa pôr em causa outro Presidente. E Cheney vive e prospera à custa disto. Este será o teste maior de Obama.

Obama e o "Estamos em guerra"

Desencanto popular arrisca desempenho de partido de Obama

Apenas um ano após celebrar-se talvez o maior momento de esperança na última década nos Estados Unidos, desaparece o encanto popular de Barack Obama e, com ele, se compromete o seu poder político. Já se fala sobre o enfraquecimento de um líder que marcou a história e chegou ao poder com um capital político enorme, mas que, depois de um ano na Casa Branca, falhou em quase todas as suas principais promessas.

Desmoronou o nível de aprovação deste político, mas talvez mais preocupante seja o fato de que se começa a ver o desapontamento entre suas bases, o que pode ter graves implicações políticas para o Partido Democrata e a agenda do governo de Obama.

Ainda que todos tenham reconhecido que ele assumiu a presidência em meio à pior crise financeira desde a grande depressão, e herdando duas guerras, ele prometeu uma série de políticas que resumia em uma palavra: "mudança".

Mas a "mudança" está cada vez mais difícil de se identificar para além da retórica e, recentemente, até isso parece mais do mesmo. "Estamos em guerra", disse Obama na semana passada, com o mesmo vocabulário de George W. Bush e Dick Cheney, falando sobre o falido atentado "terrorista" em um avião que aterrissava em Detroit no dia de Natal, assunto que interrompeu suas férias e provocou uma emergência política e de segurança nacional para seu governo.

Desde então, se fala, sem cessar, sobre "inimigos", "ameaças", medidas de segurança cada vez mais extensas. Isto é, o mesmo vocabulário desde o 11 de setembro.

A economia

Entretanto, a principal "ameaça" política à administração de Obama não vem de fora. Não há assunto mais importante no âmbito político-eleitoral que a economia, principalmente o emprego. Ao iniciar um ano de eleições legislativas, no qual os democratas esperam perder vários lugares frente a seus adversários, todos sabem que o fator mais influente na votação é o estado da economia.

Uma e outra vez Obama sublinhou que a sua prioridade é regenerar o crescimento econômico e o emprego. Na sexta-feira, quando o governo esperava anunciar uma redução do desemprego, os números oficiais mostraram a perda de outros quase 100 mil empregos.

Obama teve que declarar que era "um lembrete de que devemos trabalhar todos os dias para conseguir que a nossa economia avance novamente. Para a maioria dos americanos, como para mim, isso significa criar empregos."

No entanto, a taxa de desemprego permanece em 10 por cento, enquanto as consequências da crise se manifestam em todo o país. Além dos 8 milhões de desempregados desde o início da recessão, milhões de pessoas perdem suas casas porque não conseguem pagar as hipotecas. A crise econômica gerou uma crise fiscal para os governos estaduais, o que levou a cortes dramáticos nos serviços públicos, à demissão de centenas de milhares de professores e impostos mais elevados, entre outros sacrifícios.

O setor financeiro recuperado com bilhões de fundos público, debate agora as quantidades de bônus que serão pagos aos executivos, que poderão estar entre os mais elevados da história. Politicamente, isso alimenta o ódio contra o governo.

Migrantes e Saúde

Não é apenas no setor da economia que cresce o desânimo entre as bases de Obama. O anúncio da expansão da guerra no Afeganistão (30 mil soldados) poucos dias antes de receber o Prêmio Nobel da Paz e seu discurso sobre a "guerra justa" decepcionaram aqueles que votaram em um candidato que expressou a sua oposição à guerra no Iraque e à política belicista de Bush.

O mesmo ocorre em outras frentes: a reforma da saúde, tema central do seu primeiro ano no governo, foi reduzida a uma reforma repudiada por vários grupos progressistas que no princípio a apoiaram entusiasticamente. Outros ficaram decepcionados com o fracasso da cúpula sobre mudanças climáticas em Copenhague e a performance de Obama nela.

Da mesma forma estão sindicatos, que esperavam apoio a iniciativas legislativas que dariam mais direitos para organizar os trabalhadores. E ainda que apenas se inicie a ofensiva para conseguir a reforma migratória integral prometida por Obama este ano, há dúvidas sobre o compromisso da Casa Branca com o estado atual da economia, enquanto defensores dos imigrantes denunciam a continuidade de medidas governamentais de prisão e deportação contra suas comunidades.

Além disso, e embora tenha repercussões políticas menores dentro dos Estados Unidos, os que comemoraram o anúncio inicial de Obama de uma mudança nas relações com a América Latina até agora só viram a aprovação deste governo ao resultado do golpe de Estado em Honduras, o acordo sobre o uso de sete bases militares na Colômbia e um abandono das promessas para reformar o Tratado de Livre Comércio com o México. Ao mesmo tempo, se renova a retórica agressiva contra a Venezuela, Bolívia e Cuba.

O saldo de tantas concessões e da falta de resultados no campo econômico ressucitaram os republicanos, incluindo sua ala à direita, que agora percebem vários flancos vulneráveis na administração de Obama. Depois de algumas de suas derrotas mais graves nos últimos anos, eles renovaram o entusiasmo em suas fileiras, alimentados pela crescente angústia entre amplos setores da sociedade.

Os "surpreendentes" anúncios de dois altos legisladores democratas, Christopher Dodd, de Connecticut, e seu colega Byron Dorgan, de Dakota do Norte, ambos com décadas no Senado, de que não tentarão a reeleição detonaram uma série de especulações e um intenso debate sobre se isto indicava o enfraquecimento do partido de Obama.

Embora não seja tão simples - mais legisladores republicanos que democratas anunciaram a sua retirada de ambas as câmaras, ao aproximar-se o ciclo eleitoral que culminará nas eleições de novembro - quase todas as previsões são de uma derrota democrata, e a única pergunta é de que tamanho será.

Muito dependerá de se Obama irá animar as mesmas bases que o levaram à sua vitória histórica a manterem seu apoio e defenderem a sua agenda. Isso, em grande medida, será determinado pela evolução da crise econômica, mas também dependerá de ele oferecer mais do que mera retórica e de ser capaz de renovar a imagem que perde o seu encanto, como demonstram todas as sondagens.

"Estamos dispostos a apoiá-lo na reforma da saúde, embora estejamos desapontados com a reforma, porque sabemos que, se ele falhar, a sua presidência estará sufocada", disse um líder Latino ao jornal La Jornada. "Mas não estamos dispostos a fazer tudo e chegará o momento em que ele terá que responder às nossas demandas de assistência aos trabalhadores, aos que perderam suas casas, aos trabalhadores migrantes, ao meio ambiente e outras questões prioritárias, ou simplesmente nosso povo não irá mais apoiá-lo. "
